OpenID doesn't display an error when trying to associate a second ID

Description

So I've already used one OpenID to login with a particular account. Then, when I log in using a different OpenID, it asks me to log in to an account to tie to that OpenID. If I try to use that first account, it doesn't give me any errors or messages - it just puts me back at the login screen.

I should point out that I'm not trying to associate more than one OpenID to the same Habari user - I'm trying to get it to tell me I can't.

Add/Change #49 (OpenID doesn't display an error when trying to associate a second ID)
