Installer does not function in rev1295

On Windows: When attempting to run the installer, the the 2nd and the 3rd sections does not expand and no access deny message are presented during the database info entry. After attempting to access the install again, the .htaccess manual edit screen is presented (cannot write .htaccess file)and manually editing the .htaccess file does not solve the problem and the same page is presented when clicking on "restart installer".

This is most likely related to installhandler.php rev1290 as Reverting the file back to rev1186 solves the problem.

Note: removing the config.php, will duplicate the problem as well.
