expand theme info file

It's been suggested and discussed previously, and with the impending merge of monolith, we should add a description and license field to a theme's XML file. I'm not sure if the other fields are required, I'd certainly not suggest description being obligatory, however, license should probably be if we do enforce any of the fields.

It seems you can add both a description and license, however they do not allow HTML. Is this something that we should allow, or add a line for license url so that themes/plugins could link directly to their license?

I think that a link included in the element would be appropriate. Like:

<license url="http://example.com">example</license>
