Can't clear commenter URL

Description

Using the in-place edit on the comment management page, clearing the URL field for a comment and then submitting the update does not clear the comment URL. The original URL returns to the field unless some other non-empty value is provided to replace it.

Ignore admin.patch, was accidentally uploaded. Look at comments.patch.
